Earlier that day, Cuban Deputy Foreign Minister Carlos Fernández de Cossío stated at a press conference that Cuba's political system is not open for negotiation with the United States, nor are the positions of the Cuban President or any Cuban officials. This comes a week after Cuba indicated it had begun dialogue with the U.S. government.
