At the Ethereum core developer meeting earlier this month, the developers stated that if the Shanghai upgrade goes smoothly on the Zhejiang testnet, the developers will decide on the activation date during the ACDC conference call on February 9 to release the upgrade on the Sepolia testnet. After the Sepolia testnet upgrade (that is, sometime in mid-February), the developers plan to release the Shanghai upgrade on the Ethereum Goerli testnet at the end of February or early March. After the transition is successful, it will switch to the mainnet.
