According to Dune data, the number of votes for Polkadot governance participation tends to be high each month. When governance activity is low, the number of DOTs voted accounts for about 32.65% of the total supply. When governance activity is high, this ratio can reach up to 65.30%. Although this data is the total number of votes per month (including reused DOTs) rather than the number of unique DOTs participating per month, this data also reflects to a certain extent that the participation of DOT holders in governance has been gradually increasing since the launch of OpenGov.
