Germany is the country with the largest number of OpenAI users, paying subscribers and developers in Europe, making it a key market for expansion. The decision was made after discussions with German officials since 2023 and was supported by the German Trade and Invest, a government agency that promotes international business.
The move is in line with the EU Artificial Intelligence Act, which sets global regulatory standards for artificial intelligence. In addition to the Munich office, OpenAI has previously established offices in Paris, Brussels and Dublin in Europe.
