Implementation Plan for Shanghai to Promote High-quality Development of Digital Trade and Service Trade
In order to thoroughly implement the "Opinions of the General Office of the CPC Central Committee and the General Office of the State Council on the Reform, Innovation and Development of Digital Trade" and the "Opinions of the General Office of the State Council on Promoting High-quality Development of Service Trade with High-level Opening", comprehensively promote the reform, opening and innovation of digital trade and service trade, build a digital trade international hub port and a service trade global hub node that deeply connects the world, and strive to achieve a total service import and export scale of US$260 billion and a digital delivery service trade scale of US$130 billion by 2029, accounting for about 50% of the service trade, this implementation plan is formulated.
I. Vigorously develop digital delivery service trade
(I) Pilot and expand the opening of value-added telecommunications. Leverage the advantages of digital infrastructure in Lingang New Area and Pudong New Area, and promote the establishment of wholly foreign-owned Internet data centers, content distribution networks and application stores. Attract foreign investment to carry out Internet access services, online data processing and transaction processing, information protection and processing services. (II) Expand digital product trade with a focus on cultural trade. Promote the "Thousand Sails Going Out to Sea" of cultural trade, and select and release the top ten cultural trade brands in Shanghai on an annual basis. Attract overseas games and movies that have not been publicly released in China to be tested and screened in accordance with regulations during foreign-related game and film festivals, and attract international top e-sports events to be held in Shanghai. (III) Develop high-end service outsourcing to expand digital service trade. Implement the "enterprise-to-object" supervision model in the pilot import of biopharmaceutical R&D items. (IV) Accelerate the promotion of digital technology trade and industry coordinated development. Create industry clouds such as trade cloud, industrial cloud, and medical cloud that are linked to the international market, promote the integration of "design + manufacturing", increase international cooperation in artificial intelligence, and deepen the pilot registration of intellectual property rights for data products. II. Expand and expand digital ordering trade

Deepen the pilot of air transport facilitation for cross-border e-commerce goods such as electric and magnetic goods and cosmetics, and enhance the cross-border e-commerce goods collection and transportation guarantee capacity of air cargo terminals. Improve cross-border RMB settlement services. Promote the "same warehouse storage and same package delivery" of foreign trade goods in special customs supervision areas and expand bonded imports. Optimize the return process of cross-border e-commerce direct purchase imported goods. III. Appropriately advance the layout of digital infrastructure
(VIII) Accelerate the construction and expansion of high-level network infrastructure. Accelerate the construction of new information and communication infrastructure represented by 5G networks and fiber-optic broadband networks. Promote the construction of Southeast Asia-Japan No. 2 submarine optical cable and the construction of Lingang submarine optical cable landing station. Promote the expansion of the National (Shanghai) Internet Exchange Center and the International Internet Data Dedicated Channel. Explore the construction of a data center with international service capabilities and Yangtze River Delta radiation functions in the Hongqiao International Central Business District. Deepen the construction of the Asia-Pacific Demonstration Electronic Port Network and create an international trade and logistics information exchange hub. Launch an international shipping container ship entry and exit safety and punctuality forecast index. Promote air transport data sharing and digital transformation. Build a public platform for comprehensive air cargo information services to achieve information integration of the entire air logistics chain. Rely on information technology to improve the service level of shipping financing, insurance, and law, and deepen the construction of shipping service headquarters bases such as North Bund, Hongqiao Linkong, Lingang New Area, and Lujiazui-Expo. Attract domestic and foreign companies to issue "Panda Bonds" and "Belt and Road Bonds". Support qualified overseas traders to directly participate in trading international products such as crude oil, low-sulfur fuel oil, international copper and crude oil options. Create an international reinsurance functional area in the Lingang New Area and build the Shanghai International Reinsurance Registration and Trading Center. Build an aviation asset trading platform to create an aviation financial trade ecosystem that covers the entire life cycle of aviation asset trading, maintenance, modification, and disposal of aircraft, aircraft engines, simulators, etc. Improve the service trade supervision system. Support the export of green energy-saving technologies and services. Give full play to the role of the green technology bank platform to promote international cooperation. Deepen the construction of the carbon emission rights trading market and enrich carbon financial products. V. Strengthen the construction of enterprise entities and regional carriers
(15) Improve the level of leading enterprises. Update the "Shanghai Service Trade Promotion Guidance Catalogue" every year to clarify the promotion direction. Increase the cultivation of technologically advanced service enterprises and support the active use of digital technology, artificial intelligence and other innovative service supply. Support enterprises to participate in the formulation and promotion of international standards for digital trade and service trade. (16) Build the Shanghai Digital Economy Partnership Agreement (DEPA) Cooperation Zone. Promote practical cooperation in the fields of electronic bills of lading, electronic invoices, electronic ports, electronic payments, and e-commerce for small and medium-sized enterprises. Build the Lingang New Area into the core carrier area of the DEPA Cooperation Zone and innovate the international cooperation scenario for digital trade. (17) Build a pilot zone for cooperation on "Silk Road e-commerce". Expand institutional opening in the field of e-commerce, and carry out industrial docking, local cooperation, and capacity building with partner countries. Enrich new formats such as electronic ordering, live streaming, and cultural e-commerce. Launch cooperative brands such as the "Silk Road e-commerce" National Pavilion and "Silk Road Cloud Products", and build exchange platforms such as think tank alliances, cooperative training, and portals. Participate in global trade promotion and assistance actions. (19) Enhance the scale effect of service trade agglomeration areas. Build a service trade agglomeration area featuring headquarters economy in Pudong New Area. Build a core bearing area for high-end shipping services in Hongkou District. Build Yangshupu Digital Trade Valley in Yangpu District. Relevant districts shall accelerate the development of digital trade and service trade in light of their resource endowments and industrial characteristics. Promote the expansion of the business focus of special customs supervision areas such as Jinqiao and Caohejing Comprehensive Bonded Zones to digital trade and service trade. Implement the service trade small and medium-sized enterprise development plan, encourage districts to set up innovative enterprise incubators, optimize service trade export credit insurance services, and connect with the National Service Trade Innovation and Development Guidance Fund. VI. Promote the convenient flow of trade factors
(20) Promote and regulate the cross-border flow of data. Formulate a negative list and operational guidelines for cross-border data flows in the China (Shanghai) Pilot Free Trade Zone (including the Lingang New Area). Support enterprises to conveniently access the international Internet. Optimize the application service for APEC Business Travel Cards. Promote the pre-acceptance service for foreign port visas and promote the pilot of electronic port visas. Build a direct connection platform for overseas talent services. Support the construction of a global settlement center for the digital RMB in the bank's internal system. (XXIII) Give full play to the function of promoting trade through exhibitions. Support enterprises to participate in well-known overseas exhibitions. Further give play to the promotion effect of the China International Import Expo, China International Fair for Trade in Services, and Global Digital Trade Expo.
