Wang Bin, Chief Judge of the Third Criminal Division of the Supreme People's Court, stated at a press conference held by the Supreme People's Court on February 26 regarding the "Work of People's Courts in Punishing Telecommunications and Internet Fraud and Property Crimes According to Law" that the courts will focus their efforts on cracking down on ringleaders and core members of criminal groups, "financial backers" of telecommunications fraud, human smugglers, organizations providing armed shelter for cross-border telecommunications fraud, and related crimes such as intentional homicide, intentional injury, kidnapping, and money laundering using virtual currencies and underground banks during telecommunications fraud. Wang Bin also stated that the people's courts will increase the application of property penalties to telecommunications fraud perpetrators to prevent them from profiting economically. They will guide those involved in assisting with fraudulent activities related to bank cards and SIM cards, and those who conceal criminal activities, to voluntarily compensate victims. Returning stolen goods and making restitution will be considered as mitigating circumstances for sentencing, and those who have the ability but refuse to return stolen goods and make restitution will be severely punished according to law.
