US President Donald Trump threatened on Tuesday to impose a comprehensive trade embargo on Spain after the European and NATO ally refused to allow US troops to use its bases in Spain for missions related to the fight against Iran. Trade law scholars say that Trump could indeed impose a trade embargo based on the International Economic Partnership Agreement (IEEPA), the basis for several of his tariffs, which was rejected by the Supreme Court last month. However, he would have to declare a national emergency and designate Spain as posing an "unusual and special" threat to the United States. The Spanish government responded with a statement saying that the US must respect the autonomy of private enterprises, international law, and bilateral trade agreements between the US and the EU.
