The Cyberspace Administration of China (CAC) convened a national conference on cyber rule of law in Beijing on April 8. The conference emphasized that 2026 marks the 105th anniversary of the founding of the Communist Party of China and the first year of the 15th Five-Year Plan. To effectively carry out cyber rule of law work in the current and future periods, it is crucial to focus on overall coordination, strengthen organizational leadership, planning guidance, and mechanism building to enhance the overall effectiveness of cyber rule of law work. Efforts should be made to accelerate and improve efficiency, advance key cyber legislation, strengthen the construction of Party regulations, expand the construction of cyber rule of law related to foreign affairs, and continuously improve the cyber legal norms system. Emphasis should be placed on law enforcement, strengthening cyber law enforcement in key areas, consolidating the foundation of cyber law enforcement work, improving supervision and guidance of cyber law enforcement, and enhancing the capacity and level of cyber law enforcement. Fairness and justice should be emphasized, promoting the improvement of judicial governance rules, deepening judicial protection of cyber rights, strengthening judicial punishment of cybercrime, and continuously strengthening the functions and roles of cyber justice. Legal publicity should be emphasized, expanding the content and connotation of cyber legal education, deepening the construction of cyber legal education brands, building a "comprehensive cyber legal education" framework, and leveraging the fundamental role of cyber legal education. Finally, law-based administration should be emphasized, improving the legal literacy of cadres, strengthening supervision of the exercise of power, standardizing administrative review and litigation, and accelerating the construction of a law-based government in the cyberspace field.
