Russian President Vladimir Putin stated on the 10th, while attending a government meeting on the development of artificial intelligence technology, that large language models have become a fundamental, end-to-end technology for development across all sectors of the country. He pointed out, "Only by possessing our own independent models can we confidently move forward, ensure security and defense capabilities, and remain at the forefront of scientific and engineering thought. Moreover, Russia is one of the few countries in the world with unique expertise in this field." Putin also mentioned that so-called open-source solutions are often used to develop language models.
