The European Commission has unveiled legislative plans to support a digital euro, which it says will ensure European residents can make digital payments across the euro zone, CoinDesk reported. These legal proposals aim to ensure that a digital euro can be used offline, offering a level of privacy comparable to cash. It prohibits CBDCs from being “programmed” to limit the goods they can be used to buy. It could still be used to support conditional payments, such as monthly utility bills, or more complex smart contracts, officials said.
