The committee will undertake this mission by evaluating and approving proposed upgrades, managing emergency responses, and maintaining transparent reporting. The committee's responsibilities strike a balance between security and operational transparency, including: Security risk assessment: Evaluate proposed upgrades of Starknet core contracts and identify potential vulnerabilities; Emergency response: In an emergency, take immediate action with 75% of the committee votes; Approval process: Authorize upgrades after a thorough security review, requiring at least 50% of the committee to approve; Transparency: Publish reports of approved, rejected, and emergency decisions to maintain trust within the Starknet community.
