Arbitrum R&D team member: Devnet 3 release of scaling solution EIP-4844 delayed until next week

Arbitrum R&D team member terence.eth tweeted that the release of Devnet 3 of the expansion solution EIP-4844 was postponed until next week, previously scheduled for November 30. terence.eth said, "CL (consensus layer) team needs more time to deal with specification testing and synchronization agreement. EL (execution layer) team needs to rebase 4844 changes on top of the fork through timestamp mechanism. Working on configuration Consensus and default use mainnet values for compatibility with KZG library's field element size and per-blob size."
