U.S. Secretary of State Marco Rubio outlined a three-phase process the U.S. plans to undertake in Venezuela. "The first step is to stabilize the country. We don't want it to descend into chaos," Rubio stated, adding that stabilization includes "isolating" Venezuelan oil. "The second phase, we'll call the recovery phase. That means ensuring that companies from the U.S., the West, and other countries have fair access to the Venezuelan market," Rubio said. He indicated that the second phase also includes reconciliation with the Venezuelan government to ensure "pardons and releases for opposition forces." "The third phase is the transition phase," Rubio told reporters. "We feel we're moving forward in a very positive way."
