In April 2025, Liberland, known as the "free country of blockchain", held a 10th anniversary celebration of its founding, attracting thought leaders, innovators and technology pioneers from around the world. Professor Xiong Yu, professor at the University of Surrey and co-founder of the Endless Protocol, was invited to give a keynote speech, which resonated strongly with the audience on site and online.
Professor Xiong's speech was titled "From Code to State: How Artificial Intelligence and Blockchain Reshape Future Governance and Free Society", which deeply explored how blockchain and artificial intelligence technologies promote the reconstruction of national forms. He pointed out that the emergence of Liberland marks a new national model - not relying on war, territory or political power, but based on code and belief**, and building a new governance system that is free, fair and efficient through decentralized technology and citizen consensus.
In his speech, Professor Xiong mentioned: "In the 21st century, a truly powerful country is no longer a country with vast territory or rich resources, but a country with the most trusted code, the smartest system, and the most empowered citizens." He also shared Endless Protocol's practice in building decentralized governance and privacy protection mechanisms, emphasizing that technology should return to user-centricity and serve the real value of society.
Professor Xiong also proposed three cooperation suggestions:
1. Establish an "AI+Blockchain Innovation Laboratory" in Liberland to jointly explore new paths for intelligent governance;
2. Launch the "Cloud National Governance Model Sandbox Program" to test the practical application of smart contracts and AI-assisted decision-making;
3. Jointly compile the "Algorithmic Sovereignty White Paper" and propose a governance blueprint for a free society driven by technology.
