In April 2025, the Free Republic of Liberland — often referred to as the “blockchain nation of liberty” — held its 10th anniversary celebration, attracting thought leaders, innovators, and technology pioneers from around the world.
Professor Yu Xiong, a leading academic from the University of Surrey and Co-Founder of Endless Protocol, was invited to deliver a keynote speech that resonated strongly with both the in-person audience and global livestream viewers.
Professor Xiong’s speech, titled “From Code to Nation: How Artificial Intelligence and Blockchain Are Reshaping Future Governance and Free Societies”, offered a visionary exploration of how emerging technologies are transforming the concept of nationhood.
He emphasized that Liberland represents a new model of nation-building — not one based on war, territory, or political dominance, but on code and conviction, leveraging decentralization and civic consensus to establish a freer, fairer, and more efficient form of governance.
During his address, Professor Xiong remarked:
“In the 21st century, the most powerful nations will not be those with the most land or resources, but those with the most trusted code, the most intelligent systems, and the most empowered citizens.”
He also shared insights from Endless Protocol, highlighting its efforts in building decentralized governance infrastructure and privacy-focused digital ecosystems. He stressed that technology must ultimately serve users and society, rather than speculation or centralization.
To further strengthen Liberland’s leadership in tech-driven governance, Professor Xiong proposed three collaborative initiatives:
1. Establish an AI + Blockchain Innovation Lab in Liberland to explore new models of intelligent governance;
2. Launch a Cloud Nation Governance Sandbox, enabling real-world testing of smart contract–based policies and AI-assisted decision;
3. Co-authoring the "Algorithmic Sovereignty White Paper," outlining a governance blueprint for free societies in the age of technological advancement.
