美国时间11月21日，美国司法部宣布，全球最大的加密货币交易所币安及其创始人兼CEO赵长鹏承认违反反洗钱、未经许可转移资金以及在最大规模的公司决议中违反制裁行为的刑事指控，罪名涉《银行保密法》、《国际紧急经济权力法》。
司法部要求币安支付的罚款和没收金额为43亿美元，这是司法部在刑事案件中对企业被告做出的最严厉处罚之一。
除了罚没之外，司法部还要求对币安实施监督和报告，包括币安未来必须按照法律要求提供可疑活动报告，同时币安还要继续审查过去交易中的可疑活动。这一举措旨在推进监管对恶意网络活动和恐怖主义筹款活动的刑事调查，包括使用加密货币交易所支持哈马斯等组织。

为了“假装合规”，币安在2019年6月设立了单独的美国美国交易所Binance.US，在财政部注册并服务于美国市场，并公开宣布阻止美国用户访问Binance.com。但实际上，币安保留了一些最重要的、高交易量的美国用户，让他们留在未受监管的Binance.com交易所上。在赵长鹏和币安其他高管的指导下，员工鼓励高交易量美国用户隐藏其与美国的联系，创建新账户来掩盖自己的位置。
