EU Drafts Concession List for Russia Amid Ukraine Conflict

The European Union's High Representative for Foreign Affairs and Security Policy, Kallas, announced plans to draft a list of concessions for Russia as part of resolving the Ukraine conflict. According to Jin10, Kallas emphasized that any peace agreement must involve Europe. Negotiations to end the conflict have primarily included officials from Ukraine, the U.S., and Russia, with Europe only occasionally consulted. Kallas stated, "Negotiating parties must understand that an agreement cannot be reached without Europe's consent. We also have our conditions, which should not pressure Ukraine, already under significant strain, but should focus on Russia." She intends to present this list to EU member governments in the coming days. The list may include demands for Russia to repatriate all kidnapped Ukrainian children and limit its armed forces, though specific details were not disclosed.
