Sources indicate that changes in the requirements of the confidential contract prompted the National Reconnaissance Office's Inspector General to investigate whether Troy Meink improperly directed the deal towards SpaceX. Musk's space venture ultimately secured the contract in 2021. It remains unclear whether the Inspector General has completed the report or if the investigation is still ongoing.
