非法汇款287万新币，5名新加坡警察被判刑，涉案主谋在逃

近日，五名辜加警察涉嫌在新加坡提供非法跨境汇款服务，经手金额高达287万新币，虽然其中四人并未从中获利，但还是被判刑了！
经手金额高达287万新币
涉案主谋在逃
参与非法汇款的警察一共有五名。
此案的主谋是2004年加入辜加警察部队的帕迪，他自2021年6月开始为想要从新加坡汇款到尼泊尔的辜加警察提供汇款服务。
帕迪2022年退休，并招募了西塔拉姆、甘加和迪克协助运营。普拉蒂克退休后返回尼泊尔，目前在逃。
汇款人联系帕迪告知要汇出的新元数额，帕迪就会转账相应的尼泊尔卢比，给汇款者在尼泊尔的收款人。帕迪过后会要求汇款人转账新元到西塔拉姆的银行户头，西塔拉姆事后会将款项交给帕迪。
在2022年2月至7月期间，西塔拉姆协助帕迪处理非法汇款业务，共经手159万新币的资金，随后汇出近287万新币。
甘加和迪克则分别协助汇出24万余新币和54万余新币，迪克从中获利1750至2450新币不等。
2022年8月，迪克和甘加开始另起炉灶，提供独立的非法汇款服务。一直到2023年3月间，甘加收取了近 38万3600新币，迪克收取了49万余新币。
去年2月，新加坡警察部队商业事务司接到举报，称辜加警察营地内有官员涉嫌提供非法汇款服务。新加坡警方于3月22日展开突袭行动，揭发了这一罪行。
另外两名被告，阿肖克和明马的罪行也在突击行动中被揭发。
调查显示，阿肖克和明马也涉及为亲友和辜加警察提供非法跨境汇款服务。从2022年2月至2023年3月间，两人就分别收取逾10万新币和逾47万新币元。
五人分别被判刑
其中四人都没有从中获取利益
五名涉案人员因违反《支付服务法》（PSA）被起诉，并于9月5日被判刑。庭上透露，除了迪克在这些交易中赚取约1750新币至2450新币酬劳，其他四人都没有从中获取利益。
法官考虑到他们涉及的不同款项，最终判罪责较高的西塔拉姆坐牢五个月，其余涉案者则判监四周至14周。
其中，40岁的西塔拉姆承认教唆他人提供非法支付服务，他经手了约287万新币，是涉案金额最高的被告，被判入狱五个月。
32 岁的迪克在承认两项总金额超过 100 万新币的指控后，被判处 14 周监禁。
43 岁的甘加因提供无牌支付服务和教唆提供此类服务，涉案金额超过 60 万新币，被判处 10 周监禁。
44岁的明马和39岁的阿肖克因承认一项无照支付服务的指控，分别被判7周和4周监禁。
据悉五人被控法庭时并无任何法律代表，他们于周四通过视频连接出庭，并通过尼泊尔语翻译进行了交谈。
除了刑罚，这些警员还将面临新加坡警察部队的内部纪律处分。新加坡警察部队表示，在这些官员的违法行为曝光后，警方对他们展开了调查，并立即解除了他们的一线职务。
据《联合早报》报道，警察部队人员都须奉公守法，并保持最高的纪律标准。对于那些犯法的警员，警方会给予严厉惩罚，包括将他们控上法庭。
辜加警察为什么由新加坡警察管？
辜加警察（Gurkha Contingent）是新加坡警察部队中的一支精英部队，由尼泊尔的廓尔喀族士兵组成，其历史可以追溯到新加坡独立之前。
廓尔喀人在19世纪的英尼战争中被英国人击退，但英国人对他们的勇敢和战斗技能深感钦佩，遂招募他们成为英军士兵。
1949年，英国人在新加坡建立了辜加部队，协助平息内乱并执行专门的安全任务。
辜加警察以严格的训练、铁的纪律和无畏精神著称，承担着新加坡多项重要的安保任务，如维护公共秩序、保护政府高层官员和重要设施，以及应对突发安全事件。
由于辜加警察的中立性，他们常被派往敏感场合执行任务，成为新加坡安全力量的重要组成部分。
因此，大家经常能在重大场合看到这些戴着特殊帽子的警员。
