South Korea's initial draft of the second-phase Digital Asset Basic Act did not specify a limit on major shareholders in cryptocurrency exchanges. According to NS3.AI, a study commissioned by the Financial Services Commission (FSC) and conducted by Seoul National University's Center for Financial Law also did not include this provision. The absence of such a rule has led to suspicions that it may have been introduced later in the drafting process.
