Russia's Deputy Foreign Minister, Galuzin, has expressed willingness to discuss the possibility of introducing a UN-led temporary external management mechanism in Ukraine with the United States, Europe, and other countries. According to Jin10, Galuzin stated that this approach could enable Ukraine to hold democratic elections and establish a government capable of signing peace treaties and other legitimate international cooperation agreements. He noted that similar precedents exist in UN peacekeeping operations. In March 2025, Russian President Vladimir Putin mentioned this as a feasible plan. However, Galuzin also indicated that the possibility of such an approach has not been publicly discussed recently.
