Trump's comments came shortly after Newsom signed a memorandum of understanding in London with UK Energy Minister Miliband, pledging cooperation in clean energy technologies such as offshore wind power. The agreement also aims to expand UK companies' access to the California market and foster collaboration between research institutions across the Atlantic.
